Property Tax Reform Programme in Serbia on Radio Novi Sad

The program "Property Tax Reform" is the second phase of a project funded by the Government of Switzerland, and it will support 40 local self-governments in Serbia, which will encompass about 2.5 million citizens. The project will support the improvement of the administration of property tax, that is, the increase of the coverage of real estate and the collection of this tax form. In addition to expert support, the project will work together with local self-governments to strengthen the principles of good governance and involve citizens in decision-making processes, on the one hand, and to strengthen cooperation between local and national levels of government through political dialogue and the introduction of more efficient systems important for property taxation, on the other hand.
The project implemented by International Management Group.

Program „Reforma poreza na imovinu“je druga faza projekta koju finansira Vlada Švajcarske, ipodržaće 40 lokalnih samouprava u Srbiji, kojima će biti obuhvaćeno oko 2,5 miliona građana. Projekat će pružiti podršku unapređenju administriranja poreza na imovinu, odnosno povećanju obuhvata nepokretnosti i naplati ovog poreskog oblika. Pored ekspertske podrške, projekat će zajedno sa lokalnim samoupravama raditi na jačanju principa dobre uprave i uključivanju građana u procese odlučivanja s jedne, i jačanju saradnje lokalnog i nacionalnog nivoa vlasti kroz politički dijalog i uvođenje efikasnijih sistema od značaja za oporezivanje imovine, s druge strane.

Property Tax Reform Programme in Serbia on TV N1

The Ministry of Public Administration and Local Self-Government, the Ministry of Finance, the Standing Conference of Towns and Municipalities and the Swiss Agency for Development and Cooperation (SDC) invite local governments to apply for support under the Property Tax Reform Programme - support to improvement of property tax and good governance.
The total support amounts to six million Swiss francs, and it will be directed to 40 local governments for the improvement, administration and proper maintenance of property tax records and strengthening the good governance. Support packages to local governments also include providing expert support and expertise in the field of improving the administration of property tax.
"In addition to the opportunity to put databases into proper order, this program encourages cooperation and collaboration of local governments. Those municipalities that are geographically linked and apply jointly will receive higher score. Five of the most successful will split the incentive fund of a total amount of one million Swiss francs, provided by the Government of Switzerland" stated Alexander Grunauer, leader of the "Property Tax Reform" Programme that will implement the aforementioned activities.
All documents required for application and information on eligibility of local governments for application can be found on the website of the Ministry of Public Administration and Local Self-Government, as well as the website of the Standing Conference of Towns and Municipalities.

Ministarstvo državne uprave i lokalne samouprave, Ministarstvo finansija, Stalna konferencija gradova i opština i Švajcarska agencija za razvoj i saradnju (SDC) pozivaju lokalne samouprave da se prijave za podršku u okviru Programa reforme poreza na imovinu – podrška unapređenju poreza na imovinu i dobre uprave.
Ukupna podrška iznosi 6 miliona švajcarskih franaka, a ona će biti usmerena na 40 jedinica lokalne samouprave za unapređenje, administriranja, sređivanje evidencija poreza na imovinu i jačanje funkcije dobre uprave. Paketi podrške jedinicama lokalne samouprave podrazumevaju i pružanje ekspertske podrške i stručnog znanja u oblasti unapređenja administriranja poreza na imovinu.
„Pored prilike da uvedu red u baze podataka, ovaj program podstiče i udruživanje i saradnju lokalnih samouprava. One opštine koje su geografski povezane, i zajedno se prijave biće dodatno vrednovane. Pet najuspešnijih podeliće nagradni fond sa ukupnim sredstvima od miliona švajcarskih franaka, koji je obezbedila Vlada Švajcarske“, rekao je Aleksander Grunauer, šef projekta „Reforma poreza na imovinu“, koji će ovo i sprovoditi.
Sva dokumenta potrebna za prijavu, kao i koje lokalne samouprave imaju pravo apliciranja mogu se naći na internet stranici Ministarstva za državnu upravu i lokalnu samoupravu, kao i Stalne konferencije gradova i opština.

Memorandum of Understanding signing ceremony

The Minister of State Administration and Local Self-Government Branko Ružić, the Minister of Finance Dušan Vujović and H.E. Swiss Ambassador in Serbia Philippe Guex signed the Memorandum of Understanding, whereby the project "Property Tax Reform" officially commenced.

Through this project, about 40 local self-governments throughout Serbia will have the opportunity to update their property databases, and thus increase the coverage of property tax collection. Five of the most successful local self-governments will split, the incentive fund of one million Swiss francs, provided by the Government of Switzerland.

The Minister of State Administration and Local Self-Government Branko Ružić said that this project, which will be realized with the support of our friends from Switzerland, is very important for establishing order in local self-governments.

"Many local governments have financial problems, their budget is in deficit, they are indebted. One way to overcome these difficulties is to increase own-source revenue by better tax collection. It is through this project that 40 municipalities and cities will have the opportunity to collect records on taxpayers, which will enable better collection of revenues, " Ružić said.

The project will last four years, and it's already known that cities and municipalities will invest the money they receive in infrastructure projects, which will be beneficial for all citizens in these local self-governments.

"The Property Tax Reform Project is part of our new strategy for cooperation with Serbia for the period from 2018 to 2021. For this period we have allocated 91 million euros. Thus, our support to Serbia will exceed 300 million euros, for the period of 30 years that we have been present here, " Philippe Guex, the Ambassador of Switzerland in Serbia explained.

Ministar državne uprave i lokalne samouprave Branko Ružić, ministar finansija Dušan Vujović i Nj.E. ambasador Švajcarske u Srbiji Filip Ge potpisali su memorandum o razumevanju kojim i zvanično počinje projekat „Reforma poreza na imovinu“.

Kroz ovaj projekat oko 40 lokalnih samouprava u celoj Srbiji dobiće priliku da ažurira svoje baze podataka o nekretninama, i time poveća obuhvat naplate poreza na imovinu. Pet najuspešnijih podeliće nagradni fond od milion franaka, koji je obezbedila Vlada Švajcarske.
Ministar državne uprave i lokalne samouprave Branko Ružić rekao je da je ovaj projekat, koji će biti realizovan uz podršku naših prijatelja iz Švajcarske, jako bitan za uvođenje reda u lokalnim samoupravama.

„Mnoge lokalne samouprave imaju finansijskih problema, budžeti su im u deficitu, prezadužene su. Jedan od načina da prevaziđu ove teškoće jeste da povećaju svoje izvorne prihode boljom naplatom poreza. Upravo kroz ovaj projekat 40 opština i gradova dobiće priliku da srede evidenciju o poreskim obveznicima što će omogućiti bolju naplatu prihoda“, rekao je Ružić.
Projekat će trajati četiri godine, a već sada je izvesno da će dobijeni novac gradovi i opštine ulagati u infrastrukturne projekte, koji će biti korisni za sve stanovnike tih lokalnih samouprava.

„Projekat Reforma poreza na imovinu deo je naše nove strategije u saradnji sa Srbijom, koja će biti aktuelna od 2018. do 2021. godine. Za ovaj period smo izdvojili 91 milion evra. Time će naša podrška Srbiji premašiti 300 miliona evra, za proteklih 30 godina koliko smo već ovde“, rekao je Filip Ge, ambasador Švajcarske u Srbiji.

Property Tax Reform Programme in Serbia on RTS 1 Morning program

The project "Property Tax Reform" officially begins with the signing of the "Memorandum of Understanding" between the Ministry of Public Administration and Local Self-Government, the Ministry of Finance and the Government of Switzerland. Alexander Grunauer, leader of the project "Tax Property Reform" spoke for the Serbian Broadcasting Corporation, morning program, about the number of municipalities that will be involved, the criteria for their selection and the results of the previous phase of the project involving nine municipalities from eastern Serbia.

Projekat „Reforma poreza na imovinu“ zvanično počinje potpisivanjem „Memoranduma o razumevanju“ između Ministarstva za državnu upravu i lokalnu samoupravu, Minstarstva finansija i vlade Švajcarske. Koliko će tačno lokalnih samouprava biti uključeno, koji su kriterijumi za njihov odabir kao i kakvi su rezultati prethodne faze projekta u koju je bilo uključeno devet opština iz istočne Srbije za Radio televiziju Srbije, jutarnji program, govorio je Aleksander Grunauer, vođa projekta „Reforma poreza na imovinu“.

Property Tax Reform Programme in Serbia on TV Prva

The analysis of the Fiscal Council has shown that municipalities in Serbia have been facing big financial problems, and some of them are even on the “one step up the bankruptcy”. The project "Property Tax Reform", jointly implemented by IMG and the Swiss Development and Cooperation Office SDC, is aiming in assisting cities and municipalities to more effective process of property tax collection. This type of tax belongs to so called own revenues of local self-governments, and cities and municipalities are enabled to rely more on their budgets and this type of income, and less on the resources they receive from the state.

Analiza Fiskalnog saveta pokazala je da opštine u Srbiji imaju velike finansijske probleme, a neke od njih su čak i na korak do bankrota. Projekat „Reforma poreza na imovinu“, koji zajednički sprovode IMG i Švajcarska kancelarija za razvoj i saradnju SDC trebalo bi da pomogne gradovima i opštinama u efikasnijem prikupljanju poreza na imovinu. Ovaj porez spada u sopstvene prihode lokalnih samouprava, i gradovi i opštine bi trebalo svoje budžete više da oslanjaju na ovu vrstu prihoda, a manje na sredstva koja dobijaju od države.

Property Tax Reform Programme in Serbia on RTS 1 Dnevnik 2

Within the second phase of the project "Property Tax Reform”, an open competition of local self-governments will be launched soon. About 40 cities and municipalities will be assisted in expanding their performances in property taxation. The revenues of local budgets in nine local self-governments in eastern Serbia have been doubled within the first phase, which lasted four years.
The project is funded by the Swiss Agency for Development and Cooperation, and implemented by International Management Group.

Projekat „Reforma poreza na imovinu”, uskoro raspisuje konkurs kojim će biti obuhvaćeno oko 40 gradova i opština u Srbiji, koje će moći da dobiju podršku u proširenju obuhvata poreza na imovinu. Uskoro počinje druga faza projekta, dok je u prvoj fazi, koja je trajala četiri godine, devet lokalnih samouprava iz istočne Srbije udvostručilo prihode lokalnih budžeta.
Projekat podržava Švajcarska kancelarija za razvoj i saradnju, a realizuje International Management Group.
