Memorandum of Understanding signing ceremony

The Minister of State Administration and Local Self-Government Branko Ružić, the Minister of Finance Dušan Vujović and H.E. Swiss Ambassador in Serbia Philippe Guex signed the Memorandum of Understanding, whereby the project "Property Tax Reform" officially commenced.

Through this project, about 40 local self-governments throughout Serbia will have the opportunity to update their property databases, and thus increase the coverage of property tax collection. Five of the most successful local self-governments will split, the incentive fund of one million Swiss francs, provided by the Government of Switzerland.

The Minister of State Administration and Local Self-Government Branko Ružić said that this project, which will be realized with the support of our friends from Switzerland, is very important for establishing order in local self-governments.

"Many local governments have financial problems, their budget is in deficit, they are indebted. One way to overcome these difficulties is to increase own-source revenue by better tax collection. It is through this project that 40 municipalities and cities will have the opportunity to collect records on taxpayers, which will enable better collection of revenues, " Ružić said.

The project will last four years, and it's already known that cities and municipalities will invest the money they receive in infrastructure projects, which will be beneficial for all citizens in these local self-governments.

"The Property Tax Reform Project is part of our new strategy for cooperation with Serbia for the period from 2018 to 2021. For this period we have allocated 91 million euros. Thus, our support to Serbia will exceed 300 million euros, for the period of 30 years that we have been present here, " Philippe Guex, the Ambassador of Switzerland in Serbia explained.

The project is implemented by the International Management Group

Ministar državne uprave i lokalne samouprave Branko Ružić, ministar finansija Dušan Vujović i Nj.E. ambasador Švajcarske u Srbiji Filip Ge potpisali su memorandum o razumevanju kojim i zvanično počinje projekat „Reforma poreza na imovinu“.

Kroz ovaj projekat oko 40 lokalnih samouprava u celoj Srbiji dobiće priliku da ažurira svoje baze podataka o nekretninama, i time poveća obuhvat naplate poreza na imovinu. Pet najuspešnijih podeliće nagradni fond od milion franaka, koji je obezbedila Vlada Švajcarske.
Ministar državne uprave i lokalne samouprave Branko Ružić rekao je da je ovaj projekat, koji će biti realizovan uz podršku naših prijatelja iz Švajcarske, jako bitan za uvođenje reda u lokalnim samoupravama.

„Mnoge lokalne samouprave imaju finansijskih problema, budžeti su im u deficitu, prezadužene su. Jedan od načina da prevaziđu ove teškoće jeste da povećaju svoje izvorne prihode boljom naplatom poreza. Upravo kroz ovaj projekat 40 opština i gradova dobiće priliku da srede evidenciju o poreskim obveznicima što će omogućiti bolju naplatu prihoda“, rekao je Ružić.
Projekat će trajati četiri godine, a već sada je izvesno da će dobijeni novac gradovi i opštine ulagati u infrastrukturne projekte, koji će biti korisni za sve stanovnike tih lokalnih samouprava.

„Projekat Reforma poreza na imovinu deo je naše nove strategije u saradnji sa Srbijom, koja će biti aktuelna od 2018. do 2021. godine. Za ovaj period smo izdvojili 91 milion evra. Time će naša podrška Srbiji premašiti 300 miliona evra, za proteklih 30 godina koliko smo već ovde“, rekao je Filip Ge, ambasador Švajcarske u Srbiji.

Property Tax Reform Programme in Serbia on TV PRVA

A research of the "Property Tax Reform" project showed that around 12 percent of real estate is still out of tax records. In order to improve these statistics, the Swiss Government and IMG are starting property registration in 45 cities and municipalities throughout Serbia. Five of the most successful will split an incentive fund of one million francs.

Istraživanje projekta „Reforma poreza na imovinu“ pokazalo je da je oko 12 procenata nekretnina i dalje van poreske evidencije. Kako bi se ta statistika popravila Švajcarska vlada i IMG počinju popis imovine u 45 gradova i opština u celoj Srbiji. Pet najuspešnijih podeliće bespovratni nagradni fond od milion franaka.

Property Tax Reform Programme in Serbia on TV PINK

Until a few years ago, every fifth real estate in Serbia was out of tax records. Even today the property databases do not show the real situation in cities and municipalities. The project "Property Tax Reform" funded by the Government of Switzerland, implemented by IMG, will work with 40 municipalities throughout Serbia to improve this situation.

Do pre nekoliko godina svaka peta nekretnina u Srbiji bila je van poreske evidencije. Ni danas baze podataka o nekretninama ne pokazuju realno stanje u gradovima i opštinama. Projekat „Reforma poreza na imovinu“ koji finansira vlada Švajcarske, a sprovodi IMG, radiće sa 40 opština u celoj Srbiji kako bi se ta situacija popravila.

IMG at TV RTS 1 LIVE from our office in Belgrade

Ninety-one local self-governments in Serbia applied for our project "Property Tax Reform". The three criteria according to which we will choose 40 of them to be working with in the next four years are the following: group application, because it gives a chance for better inter-municipal cooperation; then, the motivation of cities and municipalities and how well they presented it when they applied; and also what they have done on the property tax reform themselves, without the assistance from donor organizations.

Tri kriterijuma na osnovu kojih ćemo birati 40, sa kojima ćemo raditi u naredne četiri godine su, grupno prijavljivanje jer to daje šansu za bolju međuopštinsku saradnju. Zatim, motivacija gradova i opština, i koliko dobro su to predstavili kad su se prijavljivali, ali i šta su na reformi poreza za imovinu uradili sami, bez pomoći donatorskih organizacija

Project SW23 - "Support to Development of Strategic Management Capacities and EU Integration of the Ministry of Interior of the Republic of Serbia" presented on TV Studio B by Sida, MoI and IMG

In the year when Serbia celebrates 100 years of diplomatic relations with Sweden, IMG continues its successful cooperation with the Swedish International Development Agency (Sida). The cooperation between IMG and Sida, which is already lasting for more than a decade, is currently focusing on the implementation of a project entitled "Support to Development of Strategic Management Capacities and EU Integration of the Ministry of Interior of the Republic of Serbia", whose beneficiary is the Serbian Ministry of Interior.

IMG had a meeting with network of heads of local tax administrations

Aleksander Grunauer, team leader of the project "Property Tax Reform" and Jelena Holcinger, senior project manager on the same project, presented a public call for cities and municipalities at the meeting of the network of heads of local tax administrations to improve the administration of property taxes and strengthen the principles of good governance. The meeting was attended by 140 representatives of local tax administrations from all over Serbia.

Aleksander Grunauer, šef projekta „Reforma poreza na imovinu“ i Jelena Holcinger, viši projektni menadžer na istom projektu predstavili su, na sastanku mreže načelnika lokalnih poreskih administracija, javni poziv gradovima i opštinama za unapređenje administriranja poreza na imovinu i jačanje prinicipa dobre uprave. Sastanku je prisustvovalo 140 predstavnika lokalnih poreskih administracija iz cele Srbije.

Property Tax Reform Programme in Serbia on Radio Novi Sad

The program "Property Tax Reform" is the second phase of a project funded by the Government of Switzerland, and it will support 40 local self-governments in Serbia, which will encompass about 2.5 million citizens. The project will support the improvement of the administration of property tax, that is, the increase of the coverage of real estate and the collection of this tax form. In addition to expert support, the project will work together with local self-governments to strengthen the principles of good governance and involve citizens in decision-making processes, on the one hand, and to strengthen cooperation between local and national levels of government through political dialogue and the introduction of more efficient systems important for property taxation, on the other hand.
The project implemented by International Management Group.

Program „Reforma poreza na imovinu“je druga faza projekta koju finansira Vlada Švajcarske, ipodržaće 40 lokalnih samouprava u Srbiji, kojima će biti obuhvaćeno oko 2,5 miliona građana. Projekat će pružiti podršku unapređenju administriranja poreza na imovinu, odnosno povećanju obuhvata nepokretnosti i naplati ovog poreskog oblika. Pored ekspertske podrške, projekat će zajedno sa lokalnim samoupravama raditi na jačanju principa dobre uprave i uključivanju građana u procese odlučivanja s jedne, i jačanju saradnje lokalnog i nacionalnog nivoa vlasti kroz politički dijalog i uvođenje efikasnijih sistema od značaja za oporezivanje imovine, s druge strane.
