Property Tax Reform Programme in Serbia on TV PRVA

A research of the "Property Tax Reform" project showed that around 12 percent of real estate is still out of tax records. In order to improve these statistics, the Swiss Government and IMG are starting property registration in 45 cities and municipalities throughout Serbia. Five of the most successful will split an incentive fund of one million francs.

Istraživanje projekta „Reforma poreza na imovinu“ pokazalo je da je oko 12 procenata nekretnina i dalje van poreske evidencije. Kako bi se ta statistika popravila Švajcarska vlada i IMG počinju popis imovine u 45 gradova i opština u celoj Srbiji. Pet najuspešnijih podeliće bespovratni nagradni fond od milion franaka.

Citizens will pay all taxes in one place

The Government of Switzerland will donate funds to establish a single information system for local tax administrations. As expected, by the end of the year, all taxes for citizens will be unified in one place - a portal and will be payable electronically with "one click".

Director of the Swiss Cooperation Office, Ursula Laubli, said that she wanted to help introduce a transparent system of property tax collection in Serbia and stressed that tax management was highly significant for municipalities and cities, especially for citizens and the private sector. She considers that it is very important that tax debts will be known in advance and that 'tax papers and forms will be history’. This should improve the business climate in the country.

"Thus taxation will be more transparent and fairer," Ursula Laubli said.
The Swiss Government will donate funds for local self-governments through the program "Property Tax Reform". Leader of this program, Alexander Grunauer, announced that each local self-government would receive 3,000 Swiss francs in order to introduce a unique information system for paying taxes.

"Our project has been working with municipalities in Serbia for more than five years to improve the collection of property tax. We believe that it is very important that taxation is more transparent and fairer, but also that citizens know where the money they have paid through the tax goes" Grunauer said. Property tax in Serbia is the most significant own source revenue of municipalities on the use of which local authorities decide on their own.

   

Građani će sve poreze plaćati na jednom mestu

Vlada Švajcarske doniraće novac za formiranje jedinstvenog informacionog sistema lokalnih poreskih administracija. Kako se očekuje, do kraja godine, svi porezi za građane biće objedinjeni i nalaziće se na jednom mestu - portalu i moći će da se izmire elektronski na „na jedan klik".

Direktorka Švajcarske kancelarije za saradnju Ursula Lojbli rekla je da želi da pomogne uvođenje transparentnog sistema oporezovanja imovine u Srbiji i naglasila da je upravljanje porezom veoma važno za opštine i gradove, a posebno za građane i privatni sektor. Ona smatra da je veoma važno što će se unapred znati poreska zaduženja i što će 'poreski papiri i formulari otići u istoriju'. To bi trebalo da poboljša poslovnu klimu u zemlji.

„Tako će oporezivanje biti transparentnije i pravednije", rekla je Ursula Lojbli.
Direktor Kancelarije za IT Mihailo Jovanović je naveo da je rok za lokalne samouprave 31. decembar da uvedu jedinstven informacioni sistem za plaćanje poreza.
„Taj sistem treba da donese značajna olakšanja. Ideja je da građani na jedan klik preko jednog portala imaju uvid u stanje svih svojih poreskih obaveza na teritoriji cele Srbije, ali i da drugi državni registri i organi mogu da koriste ove informacije iz ovog registra", naveo je Jovanović.

Novac za lokalne samouprave Švajcarska vlada doniraće preko programa „Reforma poreza na imovinu“. Vođa ovog programa, Aleksander Grunauer, najavio je da će svaka lokalna samouprava dobiti po 3.000 švajcarskih franaka kako bi uveli jedinstven informacioni sistem za plaćanje poreza.

„Naš projekat već više od pet godina radi sa opštinama u Srbiji na unapređenju naplate poreza na imovinu. Smatramo da je veoma važno da oporezivanje bude transparentnije i pravednije, ali i da građani znaju gde se troši novac koji su oni kroz porez platili“, rekao je Grunauer. Porez na imovinu u Srbiji je najznačajniji sopstveni izvor prihoda opština o čijoj upotrebi lokalne vlasti odlučuju samostalno.

Property Tax Reform Programme in Serbia on RTS 1

Zoran Kasalović, State Secretary at the Ministry of Public Administration and Local Self-Government and Alexander Grunauer, leader of the program "Property Tax Reform", presented this program in a joint appearance on the national television and talked about how important it is for all citizens to pay property tax. The goal of this program is to bring as many real estate as possible into the tax records, and that the real size of real estate in the field is in line with what citizens pay in the tax return.

Zoran Kasalović, državni sekretar u Ministarstvu za državnu upravu i lokalnu samoupravu i Aleksander Grunauer, vođa programa „Reforma poreza na imovinu“, u zajedničkom nastupu na nacionalnoj televiziji predstavljali su ovaj program i pričali o tome koliko je važno da svi građani plaćaju porez na imovinu. Cilj ovog programa je da se što više nekretnina uvede u poresku evidenciju, kao i da se realna veličina nekretnina na terenu slaže sa onim koje građani plaćaju u poreskoj prijavi.

Property Tax Reform Programme in local media in some of the 45 municipalities participating in our Program

The project team of the program "Property Tax Reform" will be visiting local self-governments in Serbia participating in our program during the current and the following month, where the first enumerators should soon start working in the field. The plan is to meet and get to know the representatives of all municipalities more closely, and to explain in more detail what the next steps within the program will be, and what each municipality may expect. The municipalities should receive the first financial contracts for payment of enumerators by the end of February, while the first workshops for the preparation of action plans in the area of "good governance" will begin in March or April.
Information about the project for local media, on behalf of the project team, was given by Jelena Holcinger, Tax Specialist.

Projektni tim programa „Reforma poreza na imovinu“ ovog i idućeg meseca obilaziće lokalne samouprave u Srbiji koje učestvuju u našem programu, i gde bi prvi popisivači trebalo uskoro da krenu da rade na terenu. Plan je da se sretnemo i bliže upoznamo sa predstavnicima svih opština, i detaljnije ispričamo koji su naredni koraci u programu kao i šta svaka opština može da očekuje. Prvi finansijski ugovori za plaćanje popisivača opštine bi trebalo da dobiju krajem februara, dok će prve radionice za izradu akcionih planova u oblasti „dobrog upravljanja“ početi u martu ili aprilu.
Informacije o projektu za lokalne medije, ispred projektnog tima, davala je Jelena Holcinger, viši projekti menadžer.

Planning workshop of the Property Tax Reform Program

The first planning workshop of the "Property Tax Reform" program gathered around 100 people from local self-governments from all over Serbia. The main discussion topics were shortcomings and how to overcome them in the field of property tax, as well as methods and experiences in the field of good governance.
The program will last for next four years, and in that period we will provide municipalities with financial (such as remuneration for enumerators who will conduct the fieldwork) and technical support. Technical support includes various trainings, seminars as well as assistance in inter-municipal cooperation, involving citizens in decision making processes on how to spend money from property tax.

   


Prva planska radionica programa „Reforma poreza na imovinu“ okupila je blizu 100 ljudi iz lokalnih samouprava iz cele Srbije. Glavne teme razgovora bili su nedostaci i kako ih prevazici u oblasti poreza na imovinu, kao i metode i iskustva u oblasti dobrog upravljanja.
Program će trajati naredne četiri godine, i u tom periodu opštinama ćemo pružitati finansijsku (kao što su zarade popisivača koji će raditi na terenu) i tehničku podršku. Pod tehničkom podrškom spadaju razne obuke, seminari kao i pomoć u međuopštinskoj saradnji, uključivanju građana u odluke o trošenju novca od poreza na imovinu.

Property Tax Reform Programme signed memorandums of understanding with 56 local self-governments in Serbia

Memorandum of Understanding with 45 municipalities and 11 cities is signed, and “Property tax reform” program begins its closure cooperation with local self-governments from mid-December. Ceremony of signing was attended by Mr. Branko Ružić, Minister of Public Administration and Local Self-Government, H.E. Swiss Ambassador in Serbia Philippe Guex, Ms. Ursula Läubli, Director of the Swiss Agency for Development and Cooperation in Serbia, Mr. Đorđe Staničić, General Secretary of the Standing Conference of Towns and Municipalities, Mr. Alexander Grunauer, team leader of the Program "Property Tax Reform", as well as 56 mayors of program partner municipalities.
In total, 92 municipalities from all over the Serbia have expressed their interest to join the program. In order to encourage inter-municipal cooperation, one of the key selection criteria was the joint application.
H.E. Swiss Ambassador in Serbia Philippe Guex said that over the past 12 years, Switzerland has been cooperating with Serbia and a large number of very important projects have been completed.
„The largest program now is Property tax reforms”, said Philippe Guex.
“We are very happy with such a great interest. Beside the more efficient collection of property tax, we also aim at encouraging municipalities to govern better. It means that through our assistance we would like to increase citizens participation in local government decision making processes including the decisions on spending the money collected through the taxes”, said Ursula Läubli, Director of the Swiss Agency for Development and Cooperation in Serbia.
The total value of the program is six million francs. One million is dedicated to the five most successful municipalities in the process of tax collection. The program will last for four years.

Program „Reforma poreza na imovinu“ potpisao je Memorandume o razumevanju sa 56 lokalnih samouprava u Srbiji, i konkretnije aktivnosti sa gradovima i opštinama počinju od sredine decembra. Svečanoj ceremoniji potpisivanja prisustvovali su Ministar za državnu upravu i lokalnu samoupravu Branko Ružić, Ambasador Švajcarske u Srbiji Fili Ge, Generalni sekretar Stalne konferencije gradova i opština Đorđe Staničić, Direktorica Švajcarske kancelarije za razvoj i saradnju Ursula Lojbli, Aleksander Grunauer, direktor programa „Reforma poreza na imovinu“, kao i gradonačelnici i predsednici opština koji su izabrani da učestvuju u programu.
Zainteresovanost za učešće pokazalo je 92 lokalne samouprave iz cele Srbije, a mi smo izabrali 46 najboljih opština i 11 gradova. Jedan od ključnih kriterijuma za odbir bile su i zajedničke prijave.
